ACCCA 2009 LEGISLATIVE AGENDA
ACCCA 2009 Legislative Agenda ACCCA CFLA has identified several priorities that will guide legislative activities for the coming year.
Board of Governor’s Legislative Program – ACCCA will endorse and support the Board of Governor’s Legislative Program.
System 2009-10 Budget – ACCCA will endorse the System’s BCP for 2009-2010 (Base, COLA, Growth) and encourage all System constituent groups and districts to support this proposal.
Student Success and Readiness (Strategic Plan Goal), Line Item for Assessment, Counseling and Placement. ACCCA recommended the System Office folding the ongoing funds into Matriculation as the vehicle to support the increased funding.
Board of Governors Advocacy – ACCCA will continue to advocate directly to the members of the Board of Governors. The advocacy will begin with the kick-off reception in September (ACCCA Board and Board of Governors dinner reception) and include written communications and comments at the Board of Governor’s meetings.
Modifications of the 75/25 Guidelines – ACCCA will work with the State Chancellor on developing modifications to the guidelines for the Full Time Faculty Obligation.
Coordination of Retirement Benefits – The ACCCA advocate, Arnold Bray, will continue his work on legislation related to the coordination of retirement benefits between STRS and PERS.
50% Law – ACCCA recognizes that the potential for a legislative change in the 50% Law is possible if changes are limited to including counselors and librarians and modifying the percentage. However, there is growing consensus that the issue had evolved now and should also include faculty on release time. ACCCA will support such changes and closely monitor and/or sponsor legislation to modify the current law. ACCCA will also work with the Board of Governors to make administrative changes, where possible, to ease the burden of this law on colleges.
2007-2008 – AB906 was introduced by the faculty unions with the support of ACCCA (through ACCCA’s legislative advocate, Arnold Bray) to modify the “50% Law”. This modification would have incorporated librarians, counselors and faculty release time into the “right” side of the Law’s equation with an increase in the target percentage to 53%.
The Legislation was withdrawn by the sponsor, Mike Eng (Assembly Member, 49th District – Los Angeles) when the L.A. Faculty Guild mounted opposition to the bill.
ACCCA will work to have the bill sponsored in the 2008-2009 legislative year and work to garner support from stakeholders.
